The simple fact that Skargoroth could not kill Tuska with winrsgold a elder artefact is evidence enough that she is a pretty strong god, but it’s also hard to judge because the lore has been thrown out of the window together with the entire world event. Apparently Skargoroth, Tuska, Armadyl, Saradomin and Zamorak (but not Bandos until after the Chosen Commander quest) were on the same Tier until the 6th Age, but Skargoroth was unable to kill Tuska despite having an Elder Artefact. Vorago ends up nuking her out of orbit (was not around for the case, didn’t know the facts ) while the other gods did not actually contribute? Pretty dumb. In the very least, they could have had the gods provide some assistance to Vorago, who is still another personality with kinda shitty lore.

Oh I can answer the part seeing Guthix being as strong as Seren and Zaros (Tier 2). Guthix used multiple artefacts to shape Gielinor and in doing so imbibed himself with some of the power of those artifacts. Then he slept within the world, becoming hugely powerful with all the anima of Earth. I can’t remember if it had been my concept or if I read this somewhere but Guthix was keeping the anima away from the Elder Gods to stop their eggs. That’s why he uses the World Guardian. After Lumbridge Battle Saradomin ascends one Tier Following Chosen Commander, he drops in power.
